[請益] 拜登最新行政命令(EO)內容

最近很多拜登行政命令要調查運價的新聞出來

現在已經養成習慣翻譯過的媒體要自己再查證了
(也不是說會翻錯 但太多聳動標題殺人,超譯,過譯…)

關於航運的內容節錄如下:
(o) The Chair of the Federal Maritime Commission is encouraged to work with
the rest of the Commission to:
(i) vigorously enforce the prohibition of unjust and
unreasonable practices in the context of detention and demurrage pursuant to
the Shipping Act, as clarified in “Interpretive Rule on Demurrage and
Detention Under the Shipping Act,” 85 Fed. Reg. 29638 (May 18, 2020);
(針對延遲和滯留的貨品若有不公及無理由的做法將大力禁止-根據聯邦公報2020.05之決議)

recommendations for improving detention and demurrage practices and

就只有這段跟航運有關,沒了…
若有翻譯不好的還請幫忙補充 現在重點應該是所謂detention and demurrage practices
到底影響的範圍是? 有業內的可以知道這筆費用是誰在收取的嗎?
搞不好是當地港口收取的也不一定 完全跟國際航商無關(此段瞎猜)
